  February 5, 2014: Employment Growth in Metro Manila

The Labor Turnover Survey (LTS) of the Bureau of Labor and Employment Statistics of the Department of Labor and Employment (BLES-DOLE) showed that the employment rate in the National Capital Region (NCR) or Metro Manila increased by 2.38% in the third quarter of 2013 as more Filipinos signed up for work because of the robust growth in the domestic economy.
The survey results, released on January 20, 2014, showed that 84 out of 1,000 workers were hired due to expansion or as replacements while 60 workers of every 1,000 were of work during the same period. The strongest growth of 2.25% was recorded in the industry and services sector, although growth was across subsectors – education subsector was strongest at 4.95%, followed by transportation and storage at 4.87%, manufacturing at 4.76%, administrative and support services at 3.65%, and professional, scientific, and technical activities at 2.53%.
The 2013 3rd quarter LTS covered NCR enterprises belonging to the country’s Top Enterprises based on revenues/sales as listed by the Securities and Exchange Commission. The survey was limited to Metro Manila where the bulk of business enterprises is located.
The enterprise-based LTS tracks job creation or “accession” and job displacement or “separation” as indicators of labor market trends or activity in the formal sector of the economy. The labor turnover rate is measured in terms of the percent difference between accession rate and separation. The overall accession rate in Metro Manila was 8.7%, higher than the 5.99% separation rate registered during the period. The survey concerned as respondents 763 large enterprises that either have more than 200 employees or P100 million in assets. The BLES has been conducting the survey since 2002 to generate quarterly data on labor turnover and job vacancies as indicators of labor demand and general situation in the country.
