February 19, 2013: Limay, DOLE Support Labor Education

LIMAY, Bataan — While the Limay municipal government gives priority to creating income opportunities for residents, the Department of Labor and Employment (DOLE) conducted recently a Continuous Labor Education Seminar (CLES), here, to ensure that only legitimate subcontracting companies will farm out quality services in the province.
With the thousands of workers, office personnel and technical men needed for the construction of expansion of the Petron Bataan Refinery and other industrial companies in this town, Limay Mayor Ver Roque and the Sangguniang Bayan had passed a resolution asking that 70 percent of those needed employment be hired in Limay while the 30 percent can be hired somewhere.
Aside from this opportunity for the people of Limay, Roque has also been providing other assistance to his constituents in his bid to have them employed immediately.
“We support the continuing labor education and advice given to our constituents so that they will not be abused by companies they work for,” said the mayor.
DOLE said the orientation is part of its bid in promoting industrial peace in Central Luzon (CL) as it sought to explain DOLE Department Order 18-A or the rules governing the implementation of contracting and subcontracting arrangements to the participating 51 contract and subcontract firms with ongoing projects in Bataan, particularly Limay town.
DOLE Assistant Regional Director Geraldine Panlilio explained the essential points of the department order which includes stricter guidelines to make sure that only legitimate companies can contract or subcontract jobs and services.
“Contracting or subcontracting shall also be allowed if the contractor has substantial capital or investment, and the service agreement ensures compliance under labor laws. On top of these criteria, all bcontractors must be registered with the regional offices of the DOLE where they principally operate,” said Panlilio.
